It can mean that the admin of the forum has changed the address, or that he has deleted it, or that forumotion has shut it down it did not come up as being shut down yet?

But if it's a tutorial on how to create the theme then it seems it out there for all to use who wish to use it, unless you have your forum theme copyrighted with images, logo, slogan tabs, buttons, then there really is not a whole lot you can do to prevent someone else from using them.. You have to officially own your images and materials under international copyright laws..
