problem with the members

hello , so when new members want to post in my forum some links they got a message like this :
New members are not allowed to post external links or emails for 7 days. Please contact the forum administrator for more infromation

so what can i do to fix this problem?
can anyone help me?

now i have another problem :
when i or anyone in my forum want to post big pictures .. like this and when it posted this looked like that :

this looked like a half picture and the another part of the picture the forum hide...

so how can i do to limit the size of the picture ...
