Solved Threads

I created a subforum for the Forum Rules and inside is threads listed for each sections guidelines. Say, for general discussion or art. I want to attach a copy of a certain thread to their rightful place but I'm uncertain as to how to do this. I've tried experimenting by splitting a topic but nothing has happened. I was wondering if it was possible or if I'd just have to copy and paste... I know that copying and pasting would be the easier way but I figured if it was possible, it would be handy for the future.

I think a good example is Global announcements.
It posts that thread through out the site.
However, what I'm looking to do is attach it to one certain section without moving it.
Anyway, thank you for viewing and any replies. I'm sorry for the silly question.
