Users Control and Automatic Notification

I am creating a forum that requires users to be notified of news posts and replies to all posts on the forum. Is there a simple way to force this feature on forum user accounts? The nature of the forum will require that all users be sent an email notification when any users makes a post or any user replies to any post, and the users can't change that. They must request the administrator to change this. What should I do for this?

No Sorry this can NOT be done the only thing you can do is make it a MUST rule in your Froum but it's not easy to make some one do it if they don't want the Emails all the time.
