problem with registration new members

hi,
i have problem with new members. when they try to register to my forum they have a messages:
"Information
Administrators have forbidden any new members."
i check that problem in AP>Users>Users options and see this options

but in this case i allow the new memebers but thay still cant to register on my forum.
What is the problem?

Why is imposible ,you move cursor on button and press him .
