Solved New registrant message

I have set "allow new members" to NO
Now when a quest wants to register, he gets the following message:
Administrators have forbidden any new members.

Is it possible to change this text to a text that you want yourself?
For example I would like to write that registration is currently closed but will be open again as from 01.03.2013
