Can I restart or revert back to default every settings in my forum? Like making everything look like a fresh un-customize forum.

Just re-install the theme from Hitskins.  This will erase any customized CSS you have.

Let me cut to the chase. I'm guessing what you're trying to tell me is that I only have the option to manually revert everything and delete everything?

Because I was thinking that there was an option or a panel that has a feature to automatically revert everything back to a fresh and untouched forum.

You can do a back up to an earlier date, but I do not believe there will be one for the first day you created the forum.

If you were looking to restart your entire community from scratch then you could just create a new forum.
