Restore Old Skins Option Not Showing

Hello,

I create skins for 2 forums I'm Administrator at and I want to be able to restore the forum to a prior skin but I'm not getting that option any more under themes management.  I'm using Chrome but I tried in IE also and still don't get the option. This is all I get now.



Last week I wrote a tutorial on how to restore a skin and I was getting the option.  This is the screenshot I took for my tutorial



I use no forum code I only modify existing skins with new graphics.  This is my test site where I create the skins.  I am owner here.

I just checked my forum, and that option was not there on my forum.

I've been designing skins for over 2 years and that option has always been there.  If you read the text on the top when you click on "Themes Management" it says,  " In this space you can export/import your favorite skins.  You can Also restore old skins already used."

So the option "was" there for quite sometime.  It just disappeared.  Can anybody tell me what's going on please?
