Can "Quick Reply" be changed

As you can see from the screen shot, the quick reply divider and text is missing.
How do I activate it or can it be changed so the text "quick reply" is sitting on top of the post box.

I believe the designer of the theme used CSS to hide that area.

Edit: I was correct. The designer of the theme use the same color as the background on the line and text.
