is there anyway of cancelling pm's someone has sent on my site advertising other forums?

Well there is an option in "General / Configuration" where you can reset a members amount of pm's to 0, but I think that's not what you are trying to do. Don't see a chance to do this, although you can disable the ability of a user to send pm's at all. Go to "Users & Groups / Users" and find the person and click his name. Scroll down and you will find a field reading "Can send Private Messages - Yes/No".
