Is there any way to block email servers from registration?
for example, block this email server "@mail.com", so any new user can not use it.

AP > Users & Groups > Users > Ban Users

Does not work.
I want disable any email for example with server "@mail.com"

Are you using the wild card (*)?

Have you tried to create an account with an email that ends with the ban one?
