I can't enter to the topics

I tried to enter to one topic on my forum and it couldn't enter and it said "Could not obtain smilies data" , it showed that message every time i tried to enter any topic .
Then I went to admin panel , and tried to enter smileys datebase , and it said "Could not obtain smileys from database" . In smileys datebase I had only smileys that comes with forum and 3 others . What's wrong with it ?

I didn't add any smileys

I have the same problem since I logged on today. I haven't added any smilies either, just the ones that came with the forum. We can't get into any of the threads because of this. This needs to be resolved quickly.
