help making a header please

Could someone please help me make a banner. My site is nailnetworking.niceboard.org. If I am posting this in the wrong place I apologize now. I am new to this and not quite sure how this all works. The picture that is in the header now, I want to be able to change as members add pics of there nails. The title will remain the same and the photo by will change per pic submitted. I would like to if possible have a slide show on the other side of that. All with the black behind it like it is now. Is this possible and do I need to remove the right click not allowed feature for this to be done?

I would like it to go the length of the background within the forum. The width I would like to go no wider than the bottom of the picture but every time I take it smaller I loose the Nail Networking and who the photo is by. It gets all blurry.
