How do I Sticky a topic?

I'm using one of HitSkin's template so maybe they removed that Option or I don't know. Just post what we would normally do to Sticky a topic, It'll be good enough for me to identify if the template is garbage or not.

With a normal hitskin theme, you should not be able to remove the ability to sticky topics to my knowledge.
