How to Sticky a topic? o.o

Seriously I dont find the sticky button to sticky some topics
Could someone please tell me?
my forum is this: http://crimeliferp.forumeiros.com/index.htm and I cant find that button -.-

Also...how can I put a bar below the Admin rank.
You know, posts made then a bar telling ADMIN or Moderator. Just like your ones that say "Staff"

Just click edit posts> Sticky.
