IP address blocking?

there doesn't seem to be a place to block someones IP from a forum. what if the owner of the forum username-blocks the member, and if they continue? deleting them wont do much because they will have the ability to sign back up.

You can ban them, it will ban there ip address, to ban a member you go to the profile on admin panel and ban them from there. You can check banned ips at
admin panel
users and groups
ban control

Also even if you ban a ip address there are ways around it, as u can change ur ip address
