I have a couple of problems...PLEASE HELP ASAP

1) My users cannot seem to post in any forums because they get the message "Sorry, but only administrators can post topics in this forum." I didn't set anything how do I fix this?

2) I want to use this skin: http://en.hitskin.com/search-a-skin/shiftlimits-126525.htm but it doesn't have any login/register/faq/search/PM navigational buttons. How do I add the navigational bar?

For 1) :

1. Go to your Administration Panel
2. Click on General tab
3. Under Forum, pick "Categories and forums"
4. For each category, set permission who is allowed to see them or write in them. You probably have everything set on Administrators, so nobody can write anything.
5. Simply change that to Members and Save this option
