Newsletter not sending to every one?

My Newsletter team has notified me that it appears not every one is recieving our newsletter. I have checked if those who have not recieved it have selected not to recieve the newsletters, but they have selected yes to recieve newsletters, but they still dont recieve them.
What else could be the problem? Help!

It could be putting it in their spam, junk folder or even get delete by its self. Tell the members to allow your forums address to the contacts and hopefully they will get them.

However another reason is that it isnt selected to send to everyone in the admin panel
