Members can't modify own Contacts

I have modified names of "ICQ Number" and "AIM Address". Now ICQ and AIM became unmodifiable by members. I try to change back the names, but it not takes effect.

Please help me. How can I re enable user modifying for these items.

I have tried to add to source code this.

and problem solved, but this is not а method for doing this. I think admins must add this code in some part of admin panel.
