people can not register in my forum Empty people can not register in my forum

two people registerd in my forum and i started geting others who said a message is displayed like this
"Information-
Administrators have forbidden any new members".

I have tried to know if it is a setting problem but to no avail. please who can help me to solve this problem. i am a new man and i want to build my forum.

make sure your forum is not under construction or on holiday

and go to the user & group tab, from there go to the user option and see if the "Allow New Members" option is set to "Yes"
