Setting Category to invisible for users

I am trying to do a "staff" section on my forum and can not figure out how to make it invisible to members or users (only staff can see). I have tried creating a group, changing permissions, and making a "Basket" but none of those worked.

Can someone please help me??!?

When you are making the forum that is attached to the category, you are able to set the title, description, etc. of that forum. Once you click Save, a new page comes up stating the permissions of that forum. Click the Advanced button and tick the permissions.
