How to disable Delete your account ? option from member's profile?

I'm just confused about this. How do I disable this functionality for the members and Moderators. This should not be available for any member except for Admin.



The above SS is from the profile of a normal member. I don't want members to have this option. It should be like, once registered, always registered unless banned.

If I am allowed to ask something not related to this query, my forum width has suddenly shrinked a little. Also the font size has decreased. And the forum images like buttons were loading slow and are looking blurred. Even the ACP font has decreased.
