time shown on the forum home page

For the life of me i have tried to change the time on the home page and it still keeps showing about ten hours or so wrong to the actual time.
Can any one say step by step how to get around this problem.
i try to get 10.21 and get 0.22,i can change how it is set out but the actual time won't change.
What should i do?

Hm, change time in admin panel, general, configuration, time. Set time as you want and summer/winter as well too. Then go to your profile and check the time you have in there and set it as you want. I think it will work.
