All you would do is make a New Post and add the animation to it.

Admin Panel>>Display Tab>>Pic Management>>Advanced Mode>>Icons for Topics>>Look for Subject - New :>>Add url>>Save

You can add it :

ACP=>Display Tab=>Pictures and Colors=>Pics management=>A.M.=>icons for forum topics=>Category - New
