how to make a sticky post

Help..
i have trouble to make a sticky post..
please help me
i'm still noob.....

when you post a topic, click the plus button on options and you will see the options there

sticky, announcements, etc

but on options there is no plus button

Under the post box you have a option box. In many cases you mus to open this box whit clickink a plus button.

Solution: He had no plus and minus icons.
