Categories and Forums

Can someone please help me im new to all this and have NO IDEA what im doing

Im trying to add stuff to my forum at the moment all i have got is rules :S i dont understand how to make
the Categories and Forums :S i have tryed so many diffrent things but nothing comes up how i wont it for example i wont the categorie to say everyday chat then underneath it have like chit chat for example

at the moment it has forum then under forum it has my rules i just cant work out what im doing any help will be appreciated
