Moderate without AP? Empty Moderate without AP?

The only way that someone, no matter who can read reports and change users profiles is by going to the AP?
Can't I give this 'someone' the premission to do that without going to the AP?

I just found out that mods CAN edit profiles without the AP,
but can they read reports without it?
