Disabling members from joining for fun?

Okay, this really have been bugging me for a while. I hate it when other people joined my forum and dont post. They simply join for no reason! Is there a way where we ensure everyone to post at least 1 post before joining or such? Or disable members from joining without posting.

It's impossible to force a member to post on any hosting.
You can disable members from registering, but other than that, like I said, you can't force members' to post ever.
