How do i change the setttings and allow only 1 account per IP address?

Hello,

Are you meaning 1 account per IP forever?
If so, that's not possible.
You can make it so that it's 1 account per IP per 24hours
Admin panel >> General ( Tab ) >> Security > IP address accounts creation limit, for each 24 hours = 1 > Save.
