Turning Off "Topic Review"!!!

Hello! Is there anyway to turn off the "Topic Review" feature? It appears when private messaging and has suddenly appeared on our forum when you hit the Quote button! You used to hit the Quote button and the posting box was right there at the top, Easy to get to quickly! Now when you hit the Quote button you have to scroll all the way down through a previous posts "Topic Review"! This has never happened before and I would be very grateful if anyone knows how to turn it off! Thanks everyone!
