Sticky & Announcement Options disappears

I'm currently having this problem, I'm an Admin in the forum, when i want to make a topic to Sticky, lately i can't find the Options to do that.

I believe there's must be Options like this:



I can see these options before i got this problem...

Now, I can't make a topic into Sticky/Announcement. I wonder why I got that problem?

You need to hit that + image on the extreme right of the options text.
