Create group

Is it, or can I make it possible for members to create groups their own, so they can send messages or share info only with members of that group?

No this is not possible unless they are admin.

The admin will have to make the groups.

And then place people in them,...

After that they may send messages to particular usergroups

that is about as close as you can get.

So, I have to give some people admin rights before they can create a group...?

Well, I can create them, but I want the people in the group to have control over the group so they can invite other members and choose who enters the group themselves.
Is that possible?

Nopes, the only way is that they are added to the admin group. Only then they will be able to make any changes.
