I can't figure out how, to allow people to sign up on my forums, so they can read and post.

As a guest, I see the "Register" link without any problem.

How come they can't register ?

If I'm correct, the users that have tried to register to your forum, probably haven't activated their accounts. Do the following to do it for them:

Admin Panel > Users & Groups > Inactive Users: You should then see a list of people who haven't activated their accounts, just select all the boxes on the side and then click Activate.

All should be okay then!

You need to set permissions to your categoris and forums.
Go to Administration Panel -> Forum -> Permissions, click on any of your category ore forum to modfy the guessts, members. and other permissions.
