To export your theme you can go to admin panel=>Styles=>Choose your style=>management. The first option on that page will be "Export your theme" but note that your theme will be exported only in bbtheme format.

And for the second question the answer is no because no one can access the database of the forums.

There is a way to transfer over your database
Copy each members details and posts over to your new forum one by one
