Foes problem Empty Foes problem

Whenever someone on my forum tries to make someone a foe, if that user is a moderator of a specific forum or blog, they can't. It says you cannot add moderators to your foes list. Now, they're not in the moderator group. They're just selected as a mod of a certain forum or blog. They only have these permissions on that specific blog or board. Is there a way to make it to where they can add them to their foes list without me having to take them off as mod of their forum or blog?

Well, IDK what exactly this means, but someone has added another member to their foes list, while they weren't a mod, then when I made that person a mod, they remained on their foes list. It didn't take them off, so I guess it does work. It can be done
