Increasing avatar file size

Hello,

I know how to increase the size cap of the avatar but I wanted to know how to increase the file size. I have a ranking system that I award a special frame for however many posts members post on the forum, and it is a gif. I have been lowering the quality of the gif due to the fact that I can only post images up to 65kb. I have tried to increase the avatar size to see if that would also increase the file size restriction but it stays the same. Appreciate the help.
