can i find a members ip please if they havent posted?

Only if they are online when you are. You can view everyones IP's address(who are online when you are) from admin panel=>Misc=>Statistics=>board statistics. The info is in the "Who is Online ?" section.

Yes they can. That's why it's better to ban members rather then delete them.
