Solved Mods cannot cannot lock or sticky topics

Hello. I have a personal user who I made moderator over a forum but cannot lock or sticky topics.

Have you ensured you've set his group permissions correct ACP --> General --> Forum --> Categories and Forum -->  Perms click that next to the forum --> Click Advanced --> Make sure moderate is ticked for his group and Create a sticky message is also ticked.
