Plugin Between CounterStrike Server and Forum

Hello i dont know if this the right section for my problem but here it is.
I want to install on my forum(phpbb2) this mod(?) https://forums.alliedmods.net/showthread.php?t=5913&highlight=announcement
This is a plugin that allows you to connect your Counter Strike Server with your Forum but according to the files/instructions you need to install a .inc file to forum.
Is this possible to forumotion and if so how?
