Description of problem

Hi, I hope I'm posting in the good forum...

One of my new users reported he couldn't post a link to outside of the forum in his message. He got an error saying he had to be registered for a least 7 days to do so.

I thought I could manage this in the permission panel, but can't seem to find how. Would you know how I could do it?
