You need to be friend with that user on forum. You should have him in friends list.

The advanced profile is written to be similar to facebook in those terms - you must be friends with them in order to write on their wall.
Unfortunately, there is no chance of this changing in the foreseeable future, due to forumotion's privacy policy.
