i can not see panel for build and control the reach member
i use php3

i want to change one member to buss for one site division
in level one: i creat on member group and call it buss1
but i not find panel for control and build buss1 ability or reach to buss1 tools

Well, try to explain it a little more, not sure what you are trying to say. Do you want to make a moderator group maybe?

i want to create one group for modertor to one part my fourum
i in level one created group with name modertor1



but i not find panel for setting and ability of group
for example
i want that gruop modeator1 can delete post oder member
but
i not find it

maybe i should not make group with panel ??

Go to admin panel=>Users & Groups=>Group=>Groups Administration and click on this icon next to the Moderators group.On the next page check the "Is Moderator" boxes next to the forum you want to allow moderators to moderate.Then click the save button. In those forums your moderators will be able to edit,delete the posts of other members and also they will be able to delete,move,lock,split or merge topics.
