How to promote forum?

I was going to promote my forum in the prommotions section, read all the rules, though I understood them, then when I went to post, it wouldn't let me! I was reading in the garbage (that sounds weird) someones promotion, and an admin said that it wasn't approved yet, so he couldn't post it. How do you get a forum approved?
