Google Webmaster Tools

I was wondering how to verify the site - I have the option of either uploading a HTML file or adding a meta tag in the head of the page. I have no idea how to do either. I realize most of the admin panel is disabled because of this current issue, but I've been waiting and was wondering how to do it once the problem is solved.
