A different way to Moderate? (E.g Locking)

First topic message reminder :

My moderators complain they don't like the Moderation system of scrolling to the bottom right of screen.
Is there anyway to move the Mod buttons or something to the top of a thread, make a panel for Mods, Thread tools at top of screen or something?

I just need a different layout for the Mod tools, is this even possible?

When you mean in the post do you mean you can close a thread when you post a reply at the same time?
