how can i make a moderators?

when i go to (users and groups) i only see 2 options ( search users and special users ) nothin more
so i cant make moderators .. plz tell me how can i do it?

first make sure you have the "advanced" checked and not the "simple"...
now for making mods... search users>> find the member you want and click their name>> permissions>> check "is moderator" for wherever you want them to mod>> save
