Can't make moderators

what is happening in the new admin pannal i couldn't make pepole moderators and those who was moderators can't make them normal members i havn't control on my froum plz help

The new or old control panel shouldn't have a problem with that either way. To make a moderator you must assign permissions to your moderator groups. Those that are added to those groups will obtain those permissions. Due to the new panel, you should have an administrator group where all you have to do is add a member to the list and they automatically become administrators, though you can perform the ability through the old aministration panel like before too.

and if want one person modrate a ceratin section before i can give him permessions on this section now i must give permessions to hole group so how i make it like before

Go to user admin and look up a user, then click on the symbol that looks like the letters "x/v" next to his name, took me ages as well to discover that...
