Show All Forum Boards on visit Empty Show All Forum Boards on visit

Help please I am not PC savvy and did try to move General page up to show so that any visitor can see All and decide if wish to join us,
but says
have to place a Forum inside the General Category. No idea how to begin to do this or what to use as a New Forum, any help or suggestions please.
