i cant make new topics!

ive set the permissions but i cant still make new topics. i can only reply

If you an administrator then you should be able to post new topics anywhere and override the permissions of your forums. Are you sure that you've definitely have the correct permissions? My advice for you is to check again. Go to:

1) Administration Panel (advanced mode)
2) General Tab
3) Categories and forums (on the left, under Forum)
4) Click on the permissions sign () on the forum you wish the edit the permissions on
5) Click "advanced mode"
6) Check "Open a topic" to your standards
