No, But you can make it auto activate, or activate them yourself.
Activate yourself:
Admin Control Panel ==> Users & Groups ==> Inactive Users ==> Check them, and activate them, and they will be activated.
Auto Activate:
Admin Control Panel ==> Users & Groups ==> User Options ==> Check the circle that says: "Automatic Activation". Everytime someone joins, they won't have to check their email.
